The Governing Council of Tamale Technical University wishes to invite applications from qualified Ghanaians for appointment as Director of Internal Audit and Director of Works and Physical Development.
Tamale Technical University is a public Technical University in Ghana. It was established in 1951 as a Trades Training Centre and was subsequently elevated as Junior Technical Institute in 1960. In August, 1992, the institution was converted to a polytechnic following the promulgation of the PNDC Law 321 and later attained the status of a full-fledged university in 2018, through the Technical Universities (Amendment) Act, 2018 (Act 974).
The University is located in the capital city of the Northern Region of Ghana. Nestled in the Savannah Ecological Zone with all the amenities for raising a family, including affordable housing, etc.

DIRECTOR OF INTERNAL AUDIT
The Director of Internal Audit is responsible to the Vice-Chancellor of the University.
The Position/Job Description
The Director of Internal Audit shall:
be responsible for the internal audit of the accounts and financial transactions of the University;
report to the Governing Council through the Audit Committee;
ensure the establishment and operation of an efficient and effective financial control system;
be responsible for vetting all proposed expenditures to ensure compliance with laid-down internal control systems and other statutory requirements;
monitor and ensure that all expenditure incurred has been authorized and are within budgetary provisions;
responsible for conducting periodic management audit and submit reports to the Vice-Chancellor and the Governing Council of the University;
responsible for liaising with External Auditors and ensure that appropriate action is taken on reported audit findings;
submit periodic audit reports on the activities of all Units of the University to the Vice-Chancellor and Council;
generally be responsible for ensuring that the University complies with the Internal Audit Agency Act, 2003 (Act 658), Public Financial Management Act 2016 (Act 921) and all other relevant statutory regulations; &
be required to perform any other functions that the Vice-Chancellor and the Governing Council assign to him/her from time to time.
Terms of Appointment
The Director of Internal Audit shall hold office for an initial term of four (4) years. The appointment may be renewed for another four (4) years upon application for another term only or part thereof if that is not beyond the statutory retirement age of sixty (60).
The terms and conditions of the appointment shall be determined by the Governing Council of the University, consistent with the Technical Universities Act, 2016 (Act 922) as amended, Statutes and Scheme of Service of Staff of the Tamale Technical University.
The salary and conditions of service attached to this position are very attractive and competitive with those in comparable positions in Ghana.
Academic Background, Skills and Experience in Educational Administration
Applicant must be a Chartered Accountant and hold a Master’s degree in the relevant field.
Applicant must have served as a Deputy Internal Auditor in a University or comparable grade in a similar institution/organisation for at least six (6) years.
Applicant must be computer literate and be conversant with accounting software applications.
General Business and Personal Skills
The applicant must:
be a servant leader and be capable to plan, organize, implement, and administratively manage all activities related to the Internal Audit Directorate;
be able to provide sound advice to the Vice-Chancellor and the Governing Council on compliance with laid-down internal control systems and other statutory requirements;
have extensive knowledge of the University’s financial policies, procedures, controls and processes and best auditing and financial practices;
have worked or have experience with a University’s accounting, finance and auditing software and records management in a manner that is consistent with the University’s mission and objectives;
be able to exhibit the highest professional and ethical standards in the oversight of the University’s accounting records and financial transactions;
possess excellent relational, communications and administrative skills in the supervision of staff in the Internal Audit Directorate;
be able to align the objectives of the Internal Audit Directorate with the Mission and Vision of the University and develop implementation strategies to achieve same;
have excellent interpersonal and organizational skills and a commitment to outstanding University’s internal or external audit management;
have extensive experience in compliance with finance, accounting and audit regulations preferable in a University environment;
be able to effectively communicate with staff and external agencies;
be able to work with and influence others to achieve operational requirements in the Directorate;
be Able to provide clear, practical and accurate advice to staff at all levels in the Internal audit Directorate on financial and auditing procedures and requirements; &
be able to work effectively under pressure and meet deadlines.
DIRECTOR OF WORKS AND PHYSICAL DEVELOPMENT
The Director of Works and Physical Development is responsible to the Vice-Chancellor of the University.
The Position/Job Description
The Director of works and Physical Development shall perform the following functions:
Produce all architectural and engineering designs; working drawings and bills of quantities for all University Construction Projects;
Supervise and certifies all University Construction works and Contracts to ensure that construction and renovation works are in consonance with prevailing industry standards and specifications;
Oversee the management of construction contracts with the view to ensuring compliance and due delivery of projects;
Advise on the procurement of consultancy services relating to the provision of technical advice on construction in compliance with national laws and regulations;
Responsible the supervision of construction, management and maintenance of the buildings, roads, drains, parks, and gardens of the University;
In consultation with relevant departments and units of the University, advises on the management and control of land and land use of the University; &
Advises the Vice-Chancellor and the University Council on matters relating to land and development.
Perform any other functions that the Vice-Chancellor and the Governing Council assign to him/her from time to time.
Terms of Appointment
The Director of Works and Physical Development shall hold office for an initial term of four (4) years.
The appointment may be renewed, upon application by the Director for a further term of up to four (4) years only if that term will not go beyond the statutory retirement age of sixty (60) years.
The terms and conditions of the appointment shall be determined by the Governing Council of the University consistent with the Technical Universities Act 2016(Act 922) as amended by the Technical Universities(Amendment) Act, 2018 ( Act 974),the statutes of Tamale Technical University and the harmonised Scheme of Service of Technical Universities in Ghana.
Academic Background, Skills and Experience in Educational Administration
Applicant must have a minimum qualification of a Master’s degree in the Built- Environment or relevant area of study PLUS relevant Professional Qualifications OR other professional qualifications recognized as equivalent to the Ghanaian professions.
Applicant must have served as Deputy Director of Works and Physical Development in a University OR comparable grade in a similar institution/ organization for at least six (6)
Applicant must be computer literate.
